NSO Group
Founded 2010 in Herzliya, Israel. NSO sells Pegasus to government customers. On the US Entity List since November 2021. In October 2025 a US investor group took controlling ownership; HQ remains in Israel.

NSO says it cannot see customer targeting and that customers are contractually barred from targeting civil society.
